Seer Technologies was founded in 2003 by two former employees of Oracle Philippines, Joel H. Garcia and Joben Ilagan, to offer high level training, consulting and software development services to the Oracle Technology customers.

During the same year, Seer was granted Income Tax Holiday (ITH) benefits by the Philippine Board of Investments with Non-Pioneer Status in the area of Software Development. Also during the same year, Seer achieved the status of Oracle Certified Partner for Technology Products.

Seer started with four people doing all technical and non-technical work (just like any other startup). The founders thought that Seer would only be able to attract a few small Oracle customers at the start, but in such a short time, it started serving some of Oracle's largest customers in the country.
